The department, which has traditionally been organized into two bureaus and seven divisions, will now operate under three bureaus and eight divisions. A third deputy chief will be appointed, where where previously there’s only been two.

“Upon review of the current organizational structure, increase in population, and the complexities involved in operating both a police department and a detention center, a third deputy chief has been added,” a BPD release stated.

Two promotions have been made including Commander Mark Goodell and Commander Roger Plunkett to serve as the department’s newest deputy chiefs “following an in-depth

promotional process.”

“These promotions are well-earned and deserved,” Hempelmann said in the release. “For decades, these two leaders have played pivotal roles in supporting the growing and changing department and community of Broomfield. I look forward to working with the deputy chiefs, and the entire department, to continue implementing and enhancing our core values of service, compassion, respect, integrity, pride, professionalism and trust.”

Current Deputy Chief Mike Clement will oversee the Special Operations Bureau, which consists of Technical Services, Investigations and Administrative Services, according to the release.

Plunkett will be assigned to the Field Operations Bureau, which oversees Patrol and Special Services, and Goodell will oversee the Support Services Bureau, which includes the detention center and Strategic Services.

These assignments will take effect on Feb. 23, and a promotional ceremony is set to be scheduled in the near future.
