Three Superior streets have been scheduled for improvements this year after the Rock Creek Parkway improvement project was delayed to 2024.

Brannon Richards, public works and utilities director, told the Superior Board of Trustees on Monday that originally $2.5 million was budgeted in 2023 for a full replacement of Rock Creek Parkway, from McCaslin Boulevard to Pitkin Street. However, at a March 6 board work session, trustees delayed improvements to Rock Creek Parkway, as it would be preferable to improve the entire road rather than just sections of it. Therefore, Richards presented other road replacement projects for this year.

The alternate choices are McCaslin Boulevard, from Rock Creek Parkway to Coalton Road; Coalton Road, from McCaslin Boulevard to Indiana Street; and Indiana Street, from McCaslin Boulevard to Coalton Road. Richards said that all three roads are in poor condition.

Richards said that those roads were prioritized for improvement due to traffic volumes. He said that while other roads are in the same poor condition, those roads have less traffic.

Richards said that McCaslin Boulevard has significant asphalt cracks and minimal foundational issues. He also said that the intersection improvements for McCaslin Boulevard and Rock Creek Parkway would be constructed during a complete Rock Creek Parkway improvement. He recommends a cape seal, which would seal and bond cracks and improve the road surface. The seal would cause road closures for two to three days. It has an estimated useful lifespan of eight to 10 years and would cost approximately $400,000.

Indiana Street also has significant asphalt cracks and distress near the Mountain View Fire Rescue Station 5. Richards recommended roadway reconstruction from Coalton Road to North Torreys Peak Drive. However, not all road reconstruction can be completed before the start of school, and lane closures will be required. Indiana Street reconstruction would cost approximately $1.4 million, with construction scheduled from June to October.

Mayor Pro Tem Neal Shah said that the town should be prepared to deal with schedule delays, as traffic for Eldorado K-8 School on Indiana Street during pick up and drop off hours gets busy and a closed road would add to traffic congestion.

“I’m petrified here, where we already know that we are going to be impacting the school schedule,” Shah said.

He added that the town should be prepared to possibly delay the project to 2024, so as to not affect school traffic.

Coalton Road also has significant asphalt cracks and other signs of distress. Coalton Road improvements would consist of road reconstruction, as the current road is subpar and the intersection with Indiana Street needs to be adjusted for draining purposes. Improvement construction for Coalton Road would cause eastbound and westbound closures for four to six weeks. The improvements would have a useful lifespan of up to 25 years and cost approximately $2.4 million.

Mayor Mark Lacis said that there are many roads in Superior that need work, but improving those roads will make a noticeable difference for residents.

“This is going to make a huge impact on the quality of life for our residents,” Lacis said.

The total cost of all improvements is approximately $5.1 million, including $900,000 for a Rock Creek Parkway underpass.

Richards will return to the board at a future meeting to discuss budget and further updates on road improvement projects.
